Actually , here not comes this kind of material pf paper bubble which can be waterproof presently . But in future, someone may develop  waterproof paper bubble.

After evaluation, paper bubble suit for wrapping relatively light products which less than 5 kg . And can not waterproof.  So it is a little restricted in application.

However, no packaging material can pack everything . Choose the correct packaging material is also important.
